Average budget is about US$1m and it's produced by the schedulders in their spare time, who essentially pay film-makers to go and do their thing in somewhere like Romania. Personally speaking, they all seem to star Dean Cain. Save yourself for Doctor Who 2005 and Battlestar Galactica 2005 ;-)
